Treated lumber and galvanized nails/screws would be one solution. A simple box structure with 2x supports underneath to keep it off the deck and allow drainage. Depth, width and length would depend on the patio size and what you want to plant.

The lumber can be 2 x 12, and certainly over time will degrade, but that allows that it will also be recyclable.
