If both parties are minors, then both commit a crime, which is why such cases seldom go to trial. Most states have an age difference clause. If both parties are within a certain number of years age, even if one is not a minor, it is a defense.
But, as someone previously answered, there is a prejudice against males, and in some areas, race, unfortunately, can influence the decision.

At the worst, two minors having sex is a juvenile violation for both of them. A parent might raise a stink and insist on juvenile court charges. A judge might sentence one or both of the children to juvenile detention until the age of consent. I have never heard of sex between two minors being dealt with as if it were a real crime. Furthermore, if a parent consents to a juvenile marriage which shortly thereafter ends in divorce, that juvenile thus becomes emancipated, free to consent on their own to sexual congress, but not liable as a statutory rapist of another juvenile.
However, if one party is legally an adult, the other legally a minor (not emancipated), charges of statutory rape can be brought and the adult party sent to prison, upon conviction, for a number of years (varying by State.)

depends on the age of the minors and the state you are located in, each state will set an age of consent which is the age a minor can consent to sex, under that age the state law states even if the minor consents by law the minor can not
as such the DA depending on the facts can prosecute the one minor on behalf of the other minor even if the minor does not want to prosecute
if both minors are under the age of the consent then neither party can consent to sex,

Depends on the state. If it is 17 male and 15 female, it is likely he will be arrested. The laws are grossly anti-male. I have seen more than a few cases of males under 18 being branded sex offenders for life.

No. Just because 2 minors are sexually active, the parents of either minor could report molestation or abuse toward the other. (Like a teen girl's parents saying rape to the teen guy she had sex with), it's very strict.
