Nope, it's very unusual weather over here (The Netherlands), for the past two days we've had temperatures well over 20 degrees Celsius, and tomorrow will be another day like that, according to the predictions.
Then after tomorrow temperatures are thought to plummet back to normal for this time of the year, which is around 12 degrees Celsius. (back to wearing sweaters and coats)
Sorry to hear you're having such cold weather, hope it gets Spring-like soon!! (a friend of mine, who lives in the US, wrote me it snowed there last week....very weird indeed)

I am in the south west UK, and normally we have rain in the Spring, but the last month to six weeks we have only had a couple of days rain.
We don't normally cut the grass until risk of frost is gone, but we have had to mow the lawn 4 times already. We even have summer flowers coming out alongside the spring flowers.
The temperatures on average here the last three weeks have been 20-21 degC normally for April we are only up to about 12-14degC.
No frost for months now.

There have been wacky weather patterns as long as I can remember. The summer of 1988, it rained a lot more than normal. The winter of 1994 we had many major snowstorms, almost weekly. In January 1998, there were a few 75-degree days. This year, I was outside in a t-shirt and shorts in January, and had a ski jacket and ear muffs on just the other day. I live in PA.

The weather has been weird in VA as well...had the 80s a couple of weeks ago, then it snowed and now because of the nor'easter it has been raining for the last 24 hours...not sure if spring is coming this year. I seem to recall November and December been pretty nice out and then it got very cold...

Where I live (In Canada) it's about 95 degrees Fahrenheit now, but in the winter, it can go all the way down to minus 25. We have an extremely big temperature gap and that's why our roads are really cracking. We're located in a very humid zone. is that what you mean by bi-polar?

i live in New Hampshire in the U.S., and the weather has been VERY strange for the past 4-5 years yes....our winter (lucky if the temp is above 20 F)usually starts in late October to early November..this year the temperature didn't get below 45 until mid January!! now, in April, we had a huge winter storm just a week and a half ago...it's usually in the 70's now!

I live in Los Angeles--it's almost always sunny and warm. Since it's spring it's been a bit chilly though..in the morning it could be completely overcast, and a few hours later...sunny. I consider it pretty normal though.
Btw--i'm going to Canada on Wednesday! I can't stand weather below 60 degrees Farenheit..ahhh

I am south central and the weather here has been extreme with 8" of rain in one afternoon last summer, many tornadoes mixed with snow and ice storms and abnormally high humidity.

It is normal to have abnormal weather here. Currently it is cool and rainy.
