It started when the front tire driver side went flat. I replaced the 2 front tires but the shaking still exists. I was told it may need an alignment done or the wheels need to be balanced. Could someone please give me advice?

You can't put tires on without balancing them. Even if you did have them balance they could have done a lousy job or a weight could have fallen off the wheel.
Alignment doesn't just get out of adjustment by itself and doesn't cause that kind of vibration.

Did it shake with the old tires? If it did you need an alignment. You also could have bent a wheel but I would think it would shake at all speeds.

Balanced the wheels, but I'm positive it is in the front end, get it aligned and you will be fine.

I would start with a tire balance.
And a front end check.

check.....tire balance , shock,s/ strut,s, front steering linkage,front end alignment.

a tie rod is bad .. be careful is dangerous, to drive in that condition
