No, I'm sorry, but there is no cheat code to make your Sims speak English. They have a language all their own called Simlish. I know you can't understand what they're saying, but that's the whole point. However, they do have little bubbles above their heads with pictures in them so you can have an idea of what they are saying/thinking.

No they talk simlish here are some cheat codes though
motherlode= get 50,000 simolenes
kaching= get 1,000 simolenes
MaxMotives= makes all things like hunger, and energy go up for everybody in the lot you can even use it if they are going shopping too.

No, as they're not actually talking.
They make sounds. They pictures that appear above their heads is what they're talking about.
The sounds they make represent what they are talking about. I've noticed that they have different tones when they're talking about different things. ie something they like, something they dislike.
