I need to build a website as part of my project and was looking for free tools or applications to build it. It is going to be a database driven website based on php and mysql. I know dreamweaver is good but lets just say that it is not available to me yet. Are there any good free application that could be of help to me.

Get Xampp and then get a free PHP editor.
Xampp is a free all in one server set it. It automatically sets up apache with PHP and mysql onto your computer so you can test your scripts.
I suggest notepad++ for editing your code., it's small and lightweight and it comes with great features such as syntax highlighting and you can download plugins too.
Both are free and extremely simple.
