It's a Bebo skin I am making... Please e-mail me if you can alter it for me without ruining much of its quality!

You can try using Paint which is already installed on your PC in the accessories.

Once opened in paint go to image on the menu and select stretch/skew . Instead of stretching the picture you are going to shrink it by placing the same percentage that is less than 100% in both the Verticla and Horizontal boxes.

You can then save the picture in one of several formats under a new name.

Several things to try:

1) Reduce physical size / vertical / horizontal resolution

2) Reduce number of colors

3) Reduce quality of JPEG if it is a JPEG

if its in a program u can try bzip2
