Sure, all of those are small, peaceful fish that will work quite well as tank mates. That should be a nice looking tank too.

Trial and error. Just look at the label on the tanks where you buy them from. They will usually say, "semi-aggressive", "aggressive", or "community tank". You want all the fish that say: "community tank". From my experience, just buy some inexpensive fish and test them out. I have done all the mixing and sometimes you can find some real good combinations. I think you will be fine with the fishes you have. Give your tank a lot of hiding places for you fish and they usually can provide hiding spots for the timid fish to retreat to. Good luck!

Absolutely. pH around 7.0. The tetras and ottos would be ideally around 6.5 and the guppies around 7.5, but 7.0 is well within the acceptable range for all.
Same thing for temperature, about 76-78 would be ideal for all.
