The answer is socialism + Hinduism + corruption in the government. That's why they are poor.

If "they are really really really really rich" as one person noted, then he should move over there and live there for a couple of decades. Just because a country has lots of resources in the ground and lots of people (large potential work force) doesn't mean it's rich. :(

Hindus believe that if you were a bad person, you will be born again as a fly or a mosquito or a mouse or some sort of animal. The only way for you to get out of this endless cycle of rebirth is to do everything right and obey the Hindu law. India has a caste system which means people who are born poor will stay poor forever. Only the people in the higher castes have the ability to escape from the endless cycle of rebirth, so they try to do everything right. If they touch or help one of the people who are living in poverty, who are in a lower caste, then they are risking their own "salvation." So, their own belief forces them to stay in poverty.

India has a socialist government. So, even if they didn't believe in Hinduism or didn't have the caste system, they would still be very poor.

Contrast the people of India with the American settlers. The Pilgrims believed that they serve God by producing and doing diligent work. They helped each other out when one of them was in trouble. America had a capitalistic government. This is why America developed so quickly from nothing. What the people believe in a country makes all the difference!

Part of it is Hinduism. The rich do not help the poor. They are considered Untouchables. The emphasis on kharma and dharma encourages people to just accept any bad thing that happens to them in life. You aren't supposed to make the world or even your own life better. You're supposed to accept where you're at right now. They also worship cows which would make good hamburgers and they don't kill mice because they believe in reincarnation. The mice proceed to spread disease and eat their grain. I heard in ninth grade there wasn't that much corruption though because their religion keeps them so afraid that they do follow the laws of gov't. If that's wrong, it wouldn't be the first time a public education was faulty.

Another reason is the sheer number of groups of people in India who have basically nothing to do with one another. It's amazing that the country can even hold together because there is so much disunity.

I don't know if I agree with you that India is very poor. Isn't India on the verge of becoming a first world country?
