I think it refers to the the method of cooking used for particular foods such as lobsters, clams and even steamed burgers. The steamer, itself, is a piece of cooking equipment to make the 'steamers'.

Here in NJ a order of steamers are clams. They are usually served with melted butter or hot sauce.

It should be steamed clams, but might possibly be steamed mussels. I'm from seacoast area of NH, (not far from ME and MA), we would mean clams when talking about steamers. I don't know about CT. Mussels are also pretty popular now(sweeter). You could look up the websites of seafood restaurants in CT and check their menus to see.
