...here is the absolute gospel, regarding the 'missing reel' footage, per several articles found on www.fangoria.com.
For the international release of 'Grindhouse', both 'Planet Terror' and 'Deathproof' are being recut, to be released as separate features, due to the folks over in Europe not being locally familiar with the grindhouse theatre experience. The recuts will include the so-called 'missing reel' footage (i.e, Kurt Russell's lapdance, and an extended love scene between El Rey and Cherry Darling), and the scratched, aged and frame-skipping effect will not be in these recut versions.
The American box office results for 'Grindhouse' has been documented as 'dismal', at best; the research folks over at the Weinstein Company have attributted this to average movie viewers being wary of a movie with a three-hour-plus running time (ah well, their loss!!!). Therefore, they are going to initiate a contingency plan: As they will be released in Europe, 'Planet Terror' and 'Deathproof', in a few weeks or so, are going to be re-released stateside, as separate features, with all the 'missing' footage, and with both films cleaned up, as with the international releases.
When it comes time for the pending DVD release, there will be different versions: the original, full length "Grindhouse", as it is being featured in theatres right now, and separate DVDs, featuring the extended versions of "Planet Terror" and "Grindhouse", as offer in the international versions of the films.
Personally, I'll take the whole 'grindhouse experience' version anytime!!!!!

As far as I know, no, the "missing reel" segment is always the same. I thought it was hysterical that the missing segment of Planet Terror was during the sex scene. And then during Death Proof, it seemed like it was just there to shorten up the movie (otherwise, Grindhouse would've been 4 and a half hours long).

It was done on purpose. In interviews Tarantino said he might put it on the Dvd.
