Hmmm, a lot of these suggestions will just make things harder for you.
The suggestion of a taller stockade fence is good, and thorny bushes.
But roses and wisteria won't grow fast enough to give you the relief you want.
There are several species of fast growing evergreens you can try. They'll help with the privacy but they won't do much for the noise.

I used an old trash can that that has an air tight lid with a fan sitting behind it. Put a bunch of smelly fish parts like chum that fishermen use or anything that rots with a bad smell and set it on your side of the fence. When they come around.. remove the lid, turn on the fan and walk back into the house. The concentrated smell from the closed container will blow them away! When they leave just go out and put the sealed lid back on the trash can till they return. They will get tired of that spot real quick and move on with no physical confrontation.

Poison oak, no, no, I am just kidding. Please, disregard my statement. Plant a very native plant to your environment so that the plant will strive without your aid. Place that between your yard and those kids, and I am sure they will find it typical and most likely will fade from having a desire to be there. In general though, you should just say "hey kids, I like you guys okay, but not enough to have you around my house this much. Unless you want to start paying some rent." I remember when I was a kid, if an adult talked to us explaining anything in a joking manner we would listen and generally wave when we rode our bikes past their home, but if the adult came out in a fit of rage...basically bottled it up until they couldn't speak English anymore, we would despise that person. Now, I have my own home...mortgage and annoying little kids up and down the street all day long. I definately get it.

Open a window and play some music they wont like. Doesnt have to be at high volume, just enough so that its in the background like lift music. Country and Western works well.
I saw a program on TV about this and tried it when I had the same problem. Worked a treat the kids just stopped hanging around and went somewhere else, only had to do it for a few days.

I know you aren't keen but leylandi - because they grow quickly. Or, a great big connifer. Ivy grows quick but kills everything in it's path. What about something like fushia's - they really attract bees and wasps - that'll stop them.

I would get rose bushes it might stop them standing by your fence or holly something to put them off. Sorry i like kids but when they are inconsiderate they should be treated the same.

If they are chavs or gangs just go outside, offer them some cookies and talk to them about the Antiques Roadshow and your trip to Italy to see your cousin Bertha, who by the way has started pilates at the local gym and has bought a lovely new lime green Ford Mondeo.
They will leave you alone...pronto...

Pour something foul smelling along the fence and they will move--maybe set some milk out to spoil, then pour it on the side of the fence they hang out.

Well I would recommend rose bushes, if you grow them right they will make great cover, or wisteria. Wisteria is very hardy and grow extremely fast. Either will not only give you privacy, but they both have a wonderful scent and will make your yard very pretty.
