Basically, I want to fix down the plastic tubing on my aeration system to the edge and bottom of the tank so that it doesn't float up, but was wondering if I could use some form of sticky tape like sellotape. Would it harm the fish/ contain some chemical that would be released into the water?

Basically I've already tried weighing it down with gravel/ decorative features and had no luck to those who suggested it.

Aquarium sealant won't hold anything down, it will only seal connections. It would be hazardous to your fish to use any kind of double stick tape.
You should go to your local supply place and purchase special suction cups with an attachment which clips onto your hosing. It shouldn't cost you more than three or four dollars for a decent sized package and they work really well!

Do not use sticky tape on any part of an aquarium, especially the inside. The tape has glue on the sticky side that will harm the fish. Basically, don't use anything inside of an aquarium that isn't meant for the inside of an aquarium. See if you can use your gravel to weigh it down, or some plants, or some decorations of some sort.

Tape probably wouldn't stick once it gets wet. Silicone would be a permanent solution. If you want something inexpensive that can be changed, look for airline tubing suction cups. The suction cups stick to the tank (bottom, sides, wherever you want), clips hold the tubing: http://www.thatpetplace.com/pet/group/10416/product.web

You can easily move the suction cups if you ever decide to change where your air features are placed.

Only put things that are aquarium safe in the tank. Just grab one of the little suction cups and stick it on the side of the tank, looping your line though.
You can also use aquarium sealant and just tack down one area to the glass.
I don't think it's safe for the fish but I doubt being immersed in water for a period of time would make it stick very well.

Silicone aquarium sealant would work best, cheap, and I think you will be satisfied with the results. EVERYTHING, has to be dried first before applying it though.
