If we say we're withdrawing, if might be the case that our enemies would cease and desist waiting for us to leave. That might give us a window during which we could strengthen Iraq's government and security enough to deal with the resurgence of violence when we actually leave. In fact, we might be able to leave a smaller U.S. force there to deal with the resurgence if we could build a stronger Iraq in that time.
