I don't know the status of limitation.
I don't understand how to write the letter.
I need the lay-out of how the letter to be written.
It was toxic mold that I had to move out for 6 months. I had to pay my rents as well as for all of the damages of the property caused by the third floor with the previous owner. I am writing to the new owner to reimburse me for the rent loss and repair damages that the homeowner's assocation did not cover.

You are trying to charge the new owner ?
You will get $0 there , they have NO obligation for previous activities .
You can only recover from your insurance , the owner at the time the damage occurred or the association IF it was faulty plumbing they were required to maintain. (and you should let your insurance pursue them )
If you decide to do it yourself , document the damages with pictures and bills from professionals for the cleanup (which should NOT take 6 months , so you will have to justify that too) .
After sending the FORMER owner or association the demand letter to cover the expenses , prepare to file in court .
You can choose small claims and partial recovery or hire an attorney if you want more but the attorney will charge you big $$$$ too .
