1. Check out your local museum or gallery - most city museums and art galleries have specific days of the week or month where they offer entrance by donation or with a substantial discount. Great places for a mixture of talk and distraction, if it's a date early in a relationship, or can offer a great "anniversary" date as museums and galleries have different displays and shows out throughout the year.
2. Go for Coffee/Tea/Chai/IceCream - Not a meal per se, but more of an accessory. Gives you something to keep your hands busy, but is also veresatile in that you can stay at the restaurant, cafe, stand and eat there, or take it for a walk with you.
3. Local farm markets and flea markets - Nothing bonds better than finding a great deal together.
4. Okay, this one may be slightly illegal, but fun. As long as you are BOTH GOOD SWIMMERS, climb over the fence at the local outdoor pool, at night and go for a night time swim, but keep it in the shallow end so you have an easier time getting out if the security guards are coming around.
5. Volunteer to serve dinner at a local homeless shelter - what better way to assess the good qualities (we'd hope) of your date, take them on a date that will prove just how empathetic and endearing they really are.

2) communication.

You have some great answers already. Here's another idea. Get together with friends and play various games. Cards, board games, charades, pictionary, scene it. These and many others are a lot of fun for everyone.
