No, seriously....
As a story, it is not true. But it is based on several instances. First, around Austin, Texas, there were some unexplained grave robbings where lots of graves where dug up and a few bones were taken from each. Then there was an abduction of some college kids in rural Texas by a family of weirdos that tortured and killed one of them. There was also the case of Ed Gein. He was the world's first modern day serial killer.Back in 1957 (Silence of the Lambs was also partially based on him) He murdered several women and cooked and ate them. He also skinned them and made a sort of suit and vest from their skin. (Psycho was also based partially on him) He also murdered and kept his mothers body in a room like in Psycho. Hope this doesn't gross you out.

Many of the serial killer movies are based of multiple serial killers. Most of the time Dahmer, Ed Gein and John Gacy.

The serial killer goes on a rampage and destroys all the chainsaws in Texas. What a bloodbath. :)

although it did take remnants of serial killers in the past.

It's about how Leatherface got into the family he's in and how he started killing in the first place.

It's about a fictional massacre in texas that takes place by use of a chainsaw. :-)
