If anyone knows of a link to official information, that would be helpful. I've checked various sites and can find requirements for licensing but they don't address this specific question. I've been told it is legal in LA, to drive with an adult family member prior to obtaining a permit, but can't find official confirmation of this anywhere. I'm also wondering about other states in the Southeast.

The only time it is legal to drive without a permit would be if you were driving on private property ... like if your family owned and worked a ranch. Then you could drive on your family's private property only.

its in the Louisiana drivers book, i forget where u can view it online probaly here http://www.dmv.org/la-louisiana/department-motor-vehicles.php , but you have to have and adult in the car if you have a permit, no matter the age, unless you have the permit that allows you to driver certain hours, i think u have to be 17 to get that one.
