England is part of the UK, which is a constitutional monarchy with a sovereign (king or queen) as head of state, and a prime minister as executive.

By England I presume you mean UK, which is made up of 4 countries which have both a Monarch & a Prime Minister.
This is becauase the Monarch is really just a figurehead but the Prime Minister actually runs the country.
