The US was inclined to enter WWII because of our aversion to Hitler and our sympathy for the English. Thus the lend-lease plan which supported England and Russia as they fought Hitler virtually alone after the fall of France. We abhored Japan and their ambitions in the Pacific, and had taken steps to demonstrate this. Thus, Japan thought they could preemptively strike in Pearl Harbor and keep up out of the war, and then they'd have an no opposition to their Pacific plans. It obviously turned out exactly the opposite, and the outrage the US felt drove us fully into the war and ultimately prevented Japan and Hitler from realizing their goals.

Franklin D. Roosevelt in his speech declared there has been a state of war between United States and the Japanese Empire after the attack on Pearl Harbor. About four periods later, Italy and Germany declared war on United States.
