My girls and I were held hostage by their father and I like to try and find out if/when he will be released.So can make sure that we stay safe.

The big federal prison in Tijuana is La Mesa. They don't have a web site, but here is a newspaper article on the prison (scroll down to the second section):

See also El Hongo prison, near Tecate. It is supposedly more modern, and the high risk inmates were being transfered there.
