well nothing 'makes' him a bad speaker.
your spoken voice and the ability with which you can articulate your thoughts and ideas is just a reflection of who you are - and as you age - the choices you have made in your life.
there is nothing that he can change, short of his life's priorities, that can ever change this.
but i DO cringe every time i hear the man say 'nucUlar' instead of nuclear...

George Bush is not a bad speaker how could any man stand before the nation. And know that as soon as you open your mouth that the Democrat's liberals and the media is going to try and destroy you turn your words around .I would stutter too.Democrat's may speak better because they have no conscience.

Bush has a problem when the same question is asked by these "educated" news people, 10 different ways. Some information, he cannot and will not share because its classified. And yes, not ALL information is public record. Having served in the military, I know that if the media had the information on future operations, they would put it on the air, call in their experts and discuss if it will or will not work. Of course, the terrorists watch CNN and all the news networks just waiting for a glimmer if information from these embedded reporters.

The fact that W. is not a smooth speaker like say, John Kerry, may have something to do with his educational background.
Bush has a master's degree in business from Harvard, while Kerry is a lawyer. Nearly all politicians with law backgrounds are accomplished speakers. Bush is a better speaker when it is a one-on-one situation. Not so when addressing a national audience.

Interesting answers so far... I'm WELL aware that NO President has written his own speaches since WILSON.
But as a Republican who was IMPRESSED with Pres. Clinton as a speaker, and CRINGES when G W. Bush speaks:
Bush tends to over-simplify his points... it's like listening to a speach by a sophomore in high school ! He repeats and repeats and over-stresses. When I was an instructor it was called "Beating a Dead Horse" !
His difficulty with certain words...

I think that is a natural talent which GWB doesn't have. Slick Willie has that gift but he was the biggest waste of flesh that ever occupied the White House. GWB needs to lose that annoying poop-eating grin and smirk he uses after making a statement. That would make him a bit more effective.
