Actually, "White Men Can't Jump" was an ironic title, and played up the fact that one of the film's main characters was a white man who was extremely good at basketball and allowed black competitor's expectations of his low skill level to help him hustle them. So the movie was not suggesting that white people cannot play basketball. For a lot of these things you've mentioned, you need some pretty expensive equipment. Black people tend to be poorer, largely because of a generational cycle of poverty put into place by centuries of white oppression. So sure, you could make movies like that if you wanted to make fun of poor people for not being any good at motorcycle racing, skiing, and the like. Moreover, I think the fact that black people don't take part in NASCAR is to their credit.

I guess there was a movie "White Men Can't Jump," so why not make a movie "Black Men Can't Swim."

you would have to make it a "buddy" film where the black man can in fact swim and he is using the stereotype to con people and win bets. I am seeing stephen baldwin and jay jay walker as the stars

If the movie was made by black people than NO it would not be considered racist.
However if that same movie was made by white people of course it would be considered racist.

Not a fact, I know you can teach black people to swim, I taught a block boy to swim. But it is a stereotype.
