Although the spark plugs are no longer sparking, the mechanical movement of the engine and perhaps overheating of the gasline are dribbling gasoline into the cylinder and carbon and other junk deposits are hot enough to ignite it and keep the engine turning over badly for a few seconds.

If you are referring to an older car with a carburetor, there is supposed to be an electrically controlled solenoid that bolts to the base of the carb. It's job is to allow the throttle to close totally when the ignition is shut off, preventing any air from reaching the pistons and allowing it to run on.If it's not adjusted right or not connected, the motor may continue to run without any spark.

generally speaking , a high base idle speed is most likely the cause--------- lower the idle speed-----next , high ignition timing will also cause 'dieseling ' --lower the ignition timing---- then , the last common cause , is hot carbon deposits causing the fuel to ignite even without an ignition spark----use an upper cylinder cleaner in your fuel [ IE---LUCAS-- cylinder and injector cleaner ]-------------- hope this helps ??

The idle is set too high. If this is a fuel-injected one, the Idle air control valve may need servicing.
