Last summer I saw one made out of an older Suzuki Boulevard S40, or it could have been an even older Suzuki Savage. It was the 650cc single cylinder version. Sort of a cross between a bobber and a rat bike. It was loud. It was low. It was very cool. I suspect the owner didn't spend much money at all on this bike. Maybe $1000 - $2000 including the bike.

Check with your local police department. They get found bikes all the time and the owner never shows up to claim them. Most jurisdictions put unclaimed stuff up for sale a few times a year. Prices are usually pretty cheap as there is no title and no warranty, etc.
