Organ donation should remain voluntary. Some people have health problems that would exclude them, and others have religious scruples about organ donation. Oh, yes, and for some the entire concept creeps them out.
People should be encouraged to make arrangements for organ donation. In Pennsylvania, people can make their election to be available for organ donation on their drivers' license.

I don't think payinf for organ donation is good idea but making it mandatory to get a driver's license is. The waiting list here in the US is at 96,072 for this year. In January 2200 transplants were performed with 1200 donors (rounded numbers).
Both my father and granddaughter have had heart transplants and I have met many people who are waiting on organs. One man was recently taken off the list because he has deteriorated to the point where the transplant wouldn't help him. It is sad. He is a relatively young man. My granddaughter waited two months for a heart but my dad waited 5 years for a heart. My granddaughter is now on month 11 since the surgery and doing great.
I think everyone should be an organ donor.

God no, the last thing we need are black market organs, which paying for a donation will lead to. Mandatory Drivers license? Not everybody can drive and some have lost that privilege. We all have ID, whether it be a citizen ship card, Birth Certificate, or Social Insurance Number Most will have health cards, there is not need to have more mandatory ID.
