Many fish depend on herring to get them through their day. However, some fish are way to mako (macho) to admit they would miss herring. They would probably say that as long as they have smelt, they can do without herring.
The fish who don't have herring or smelt would probably become walleyed from lack of herring or smelt and congregate around the island of Sardinia in search of herring aids or glasses fish.

I will answer this question just for the halibut...
The fish at sea will be herringless, but there are those secret shool of river fish that have been hoarding herring....
This may be a red herring though...

Surely SALMON COD be an ANGEL and EEL find a SURGEON in some PLAICE who is a DAB hand and DISCUS this with a CARDINAL or MONK who would contact an ANGEL with a SOLE and a GROUPER them could MULLET over while listening to the TUNA RAY charles singing SALMON chanted evening and make the HERRING'S world his OYSTER by operating to cure is problem.

I'm sure every fish in the sea would feel the lose right to it's sole. Without herring they would just flounder around.
