Go to start/control panel/system and click the hardware tab. Then click device manager. Open the sound, video and game controller tab. Your soundcard should have a yellow exclamation mark next to it meaning that it's not working.

If this is so, then either find the CD which came with your computer with the drivers for your soundcard on it (this may be on a drivers CD, on a motherboard CD or on a soundcard CD - try all the CDs it came with) If you don't have the CD or can't find the driver then enter in the name of the soundcard (which you can see on the device manager window) and any serial numbers followed by "drivers" into a search engine, and download the driver (to the desktop so you can find it). You could also go to the manufacturer of your soundcard's website, they may have the drivers there. After installing the correct driver for your operating system and restarting your computer, the soundcard should work.

If you formatted in order to install the dreaded vista and you have an old soundcard then perhaps it won't work on account of the fact that vista is rubbish. After installing the drivers for vista (assuming you have it! if not ignore this!)and it still doesn't work - or there simply aren't any, then try emailing the manufacturer.

It would probably also be worth your while to go through device manager checking all your hardware is working and repeating the process for any others that aren't working - like graphics cards for instance.

Sounds like your OS doesn't recognize your sound device, find out your sound card info and then download the drivers from their website, or if your PC is a manufacturer, Dell, HP, Compaq, Gateway, ect. go to their website and find your computer model and download the driver package from there.
