400 sq ft[total area of the two side walls plus the front and rear walls]/ 0.6458346250025834 sq ft[area of each face of one block] = 619.36 blocks or roughly 620 blocks.

What size are the blocks? How many windows do you want?
Do you want a normal sized door?

Work out the area of each wall to be made up of blocks, divide this by the area of each concrete block, allowing for corners etc.

Why a concrete shed???

a block shed made out of 6 in. blocks would be all you need and give you just a little more room inside...then you will need a 2 in. plug in your leads every course to keep on bond...

Without knowing how big the blocks are, it's impossible to say. Do you, by any chance, mean breezeblocks?
