Most states have one university that is their premier university (e.g., University of Michigan at Ann Arbor, UNC-Chapel Hill, University of Virginia, and of the University of California school -- especially Berkeley).
These premier state colleges are usually better than private universities -- with the exception to those at the top (e.g., Ivy League schools and schools like Duke, Stanford, MIT, Chicago, Cal Tech, Northwestern, etc).
On the other hand, when you look at schools that are not the best in the state -- there is often a big step down. For example, there isn't a huge drop in quality when you step down from UNC-CH to NC State -- but there is when you step down to UNC-Wilmington. There is a huge drop in quality when you drop down from the University of California schools to the California State universities. These schools are not usually as good as most private schools.
So -- there is no clear answer to the question to your question. You can use ranking (like those found at US News) as a guide to quality.

Privates are more expensive because they hire and retain a better faculty. Smarter people teach more effectively. Generally, the classes are smaller and you learn more. In a state school, you'll take a biology 101 class with 300 people and sit way up in the rafters.
