Try UNC Wilmington.
It isn't the best university in NC -- but it is the one that is closest to the ocean.
If you are willing to go a little further south, The College of Charleston would be a better choice academically.
If you are willing to be a few hours from the beach in NC, then UNC and Duke are great universities.
