I have a 91 Chevy Silverado with a 350 TBI. It's used as a tow vehicle/ Service truck.

Yes they do. The rubber sleeve degrades and the outer harmonic balancer is no longer lined up with the key on the crankshaft. To remove it a special puller must be used to remove it. Instead of pulling from the outside there are threaded holes on the face of the balancer near the center.The puller has a large threaded bolt that's turned to remove it. There should be room inside your engine compartment to pull it. Engine shops heat the hub in a small heater. The balancer then slides back on with out force.

it won't be hard on that truck. I don't see why it would go bad, though. You'll need a gear puller to get it off. When you're putting the new one on, it will be kind of difficult. You need a rubber hammer, and you have to tighten the bolts a little, then pound. Then tighten some more, then pound some more.

no longer something incredibly incorrect different than that the mechanic did no longer tighten up the potential steerage pump to the "V" belt. this is the screech you hear. A loose belt makes that type of noise. He basically has to cinch it a color tighter and you're good to go. (he might have had to eliminate the belt with the intention to alter the harmonic balancer.)

They can, but not a common thing. More common on the old 6.2, 6.5 diesel motors. Get the right puller tool and they are not hard at all, especially on a truck.

It's possible to pull the outer ring off accidently by using the wrong puller.

Yes they slip and cause serpentine belt to run out of alignment

YES THEY CAN, THE RUBBER INSIDE CAN SEPERATE FROM THE OUTSIDE METAL BAND THAT THE SERPENTINE BELT RIDES ON. NOT HARD TO REPLACE
BUT THE CENTER RETAINING BOLT I FAIRLY TIIGHT AND
PULLING AND INSTALLING ON CRANKSHAFT CAN BE
FUN
