Both... But he did target a Government building for the FBI and AFT because Waco and that is a very fine line from murdering civilians in a wedding or shopping.. so i think it would be : Bomber/Terrorist as apposed to Terrorist/Bomber
Another thing is McVeigh was not trying to stop people from using mass transit or go on in to a market, he was out for revenge.

He was tried as a terrorist altho they intially called him a bomber. I don't think as a Conservative bombing is a lesser evil, just a different scenario.

He was both...and there is no lesser...However, the government was in my oppinion too hasty in having
him executed....There must be more to it than 'McVeigh
and Nichols'.....(too many sleeper cells and it seems as
if they want this incident appear more 'home grown
terrorism' and the government fell for it! It's untelling
what McVeigh knew and took it to the grave with him.
Nichols is now on the back burner and no one is
pressing him...we just have to feed him for the rest of his
life and what he knows will go to the grave with him too)!

he hated America , both Dems and Repubs, He was connected with Mussari and Mohamed Atta through computer and cell phone records recovered due to the Patriot act, after 9/11.
He was raised a Democrat, Both his parents were and probably still are Democrats.

He is both. There is no separating the two. He bombed and in doing so he created terror. Where the people in that building not terrorized? Where the families of those in that building not left in a state of terror waiting to hear from loved ones? I think you will find they where.
