Okay... you should get a smaller speaker, i started off with a small peavy amp. Now, for the guitar, get a off brand or a cheap ibanez. then, try to get lessons, or try to have a freind teach you, or learn to read this thing called tabs or tabulature. there. the guitar will prob be around $300 if you want one that wont break. the amp will too. So around $600.

You'll need an amp (10 watts) a lead (10meters) and a pick. Cheap guitar starter packs come with all this stuff in a combo pack. They really are cheap so head to your nearest musical instrument retailer to find out your local prices. You'll also need some picks / plectrums .EBay is another good option, but there you'll have to decide alone what you want, while at a store you'll receive sooome help. Don't be fooled into buying rubbish though. Think what you want then buy.

You would need an amp if it's a solid-body electric, and in order to use all the fun stuff you can add, such as a vibrato bar, distortion pedals, wah-wah pedals, buttons on the guitar itself that produce different sounds, etc. Check out the prices at samash.com (just as a guide, though, and to see photos) THEN look elsewhere for lower prices. Try E-Bay, but be VERY CAREFUL and make sure the seller has a high enough rating.

I'd get a type of importance packs. Comes with a guitar,amp,video,chord chart(SOME), and mostly the whole thing else you wish to have. Strat copies are quite well starter electrics. As for amps Line 6 makes the pleasant. The Spider line is quite excellent.
