Before Stephan Hawkins it was believed that nothing could escape a black hole but his incredible discovery disproved that.
This matter it is emitting leading to it loosing its mass is called hawking radiation in his honor.
The rate of a normal black hole emitting matter is so low that we would not be able to detect it, it really has an effect on the very long scale. Once all the galaxies have died and all the protons have decayed then the black holes will be the only source of energy in the universe emitting heat a few fractions of a degree above absolute zero. Cold and empty.

Some theory says as matter enters a black hole, some is destroyed and emits gamma radiation right before it hits the event horizon. I am not sure if it does actually lose mass because it theoretically has infinite mass and zero volume. Check it out on Wikipedia.

Black holes can lose mass through the process of particle/anti-particle creation at the event horizon of the Black Hole. It's a process called 'Hawking Radiation' after Stephen Hawking, who first proposed its existence.

steven hawking showed that because of the quantum effects black holes can emit photons and the other atoms particles from their event horizon the calculations shows that this emittions has a spectrum so they can be seen (the black holes )
and this effect called hawking radiation
the black hole can be visible in the x rays wave length

The biggest problem with a black hole is that it cannot exist.
Hawking radiation is probably the one thing that favors the existence of a black hole.
A black hole is a theoretical entity with no proof that it actually exists.
A black hole[hawking radiation not withstanding] would eventually accrete all the matter in the universe and then sit for eternity doing nothing
It has no use in an evolving logical universe.

Well Alizal, it loses excess matter at its event horizon in the form of x-rays and gamma rays at its event horizon, but it never loses its mass, it maybe dormant for a while, but it will never die.
