Absolutely. When you correct for differences in income, neighborhoods, home-ownership, education of parents, and 1 or 2 parent-households, all statistics seems to point to the fact that bad, economically-depressed neighborhoods have bad schools. When disadvantaged children are placed in fully-funded schools in middle-, or upper-middle class neighborhoods, they very frequently achieve at or close to the dominant ethnic group (white European-descent children). My opinion: If you fix the schools, you will go a very long way toward fixing major social problem in the USA.

Each ethnic group achieves at different levels, in the UK ethnic Chinese are the highest achieving group of all, whereas Bangladeshi boys are the lowest. Black boys achieve around the level of white working class boys, whereas Black girls are becoming high achievers. Ethnicity is only one factor affecting differential achievement, and arguably a minor one , when compared to gender and social class. These factors are related to the structure of society as a whole. Schools themselves replicate this basic inequality and stratification, and perpetuate it. Why would they not? Schools are institutions created by the achieving strata for the achieving strata, they use the language, value system and create a curriculum which this group sees as 'correct', it will be very culturally specific and exclude those groups, class, gender or ethnic, who do not fit into this mould or see the value of what is on offer. The reason some groups reject education is because they have never benefited from it and have had to make their way in the world despite being labelled as failures by a system that does not meet or understand their needs.

Possibly in the past when school boards assigned ethnic teachers to ethnic schools and only hired teachers who would work for cheap. Now I think more of the problem lies with the parents who refuse to get involved in their child's education and actually believe that an education is a detriment. With no education, a person can not see change coming nor adapt to it. They end up in jobs that get transferred to cheap labour markets because those workers have the same skills. Those parents who want their kids to be better than them get involved and push for the best performance.

No. I think the commitment of some children in the schools in poorer areas is not there. The answer lies within the family to teach basic respect and good manners towards our elders and all in our community. Without father figures in a lot of these poor achiever families some of the kids give their allegience to gangs or others who prefer crime to employment. That is why they don't bother at school. You cannot blame the schools. Teachers have a very tough job of trying to teach under such difficult conditions.

Multicausal. Look at the other institutions surrounding the individual. Don't try to be too simplistic. It may contribute to achievement gaps, but it is only one of the social constructs failing those who fall behind.
Also, remember deviance. Perhaps the social constructs didn't fail the individual, but the individual failed to conform to the process which produces achievement.
