i just found,when i amn't in shop, they just keep talking and do nothing.
and more, i found they just lied on their working time. eg they left on 3 o'clock, but they said they work till 5.45...
they both are elder than me. Though i am the boss, i really don't want to hurt them.
what i should do, fire them? sometimes they are very good actually. or keep them? i am very angry about the lies about time, what's the different with steal from me?

The lying shouldn't be tollerated. It is stealing and you should invest in a punch clock or even more hi-tech a finger print timecard system.
To prevent goofing off you have to give specific task to accomplish.
Also, have a meeting and inform the workers that it is against company policy to misrepresent work time and will not be tolerated and will be grounds for termination. This should help prevent the issue. This to me is total disrespect and I would not trust this kind of employee.
For the manager: it is a failure on the manager's part if they do not provide enough tasks for employees to accomplish in a set time. Use your resources wisely otherwise you are wasting the company's money.
Also in order to fire them for leaving early you have to have proof otherwise you can land yourself in trouble with wrongful termination. Make sure you document everything.

The first chapter of business is NO ONE IS BIG or SMALL , YOUNGER or ELDER.. All r equal and have been assigned work.
U have to be very professional yet human.
1] Judge for urself if they are working and completing the assigned work given for the day on time.
2] Does leaving before time, hampering ur business?
3] What are the loses u will have to bare if u fire ethem?
4] Keep the attendance register in ur cabin /desk for few months so that they know, that u know what time they left work....
5] Being the Boss , u hav full right to atleast yell at them for being insincere..

if you can prove that they lied on their time clocks then they really should be fired. That not only is lying but it's also stealing money from you. Letting this go is telling them that you are ok with the lies. And they will in turn see what else they can get away with. If anything you can make an example out of them for future employees. If you choose to fire them always tell them you really appreciated the work they put into their work day but this isn't something that can be tolerated. It should be stated somewhere too in your company policy handbook on how you handle this situation. Have your employees read those handbooks and have them sign a paper that states they read and understood the handbook and are aware of the consequences. That way you will have a leg to stand on if they argue with you. Maybe you should try this first before you fire them if that's what you decide to do. If they can't agree on reading and signing then out they go.
I kind of like JustMe's answer too. There are ways to keep your employee's on edge.

Ling, do you give your employees deadlines? Productivity Objectives? If you leave and you say 'this much' has to be done today, and make sure it will fill their day then it will keep them busy. If you talk to them in a respective manner but straightforward you will not hurt them and remember, we`re not at work to make friends but to run a business. I would change strategy and later fire only the most delinquant ones that are bad for the group.

Let them know that you know that they left at 3 instead of 5:45 and deduct that from their pay. Express to them that you don't want to fire them or even have to write them up but, you expect some respect from them and if they want them same you need to see an improvement in their work habits

I've thought a lot about this.
In the long term you need to see how the world's greats dealt with it. In the short term you need to give them increased wages when they sell more.
In future, you need to get new workers sign a contract that makes it clear that their duties include all of the things that matter most to you. You then have a contract with them and they get part of their wages for doing what they are contracted to do.

Leave a to do list for them and have them initial it when it is done. Call the office periodically and check and see how they are doing on the list and if they are actually still there. Ask to speak to each person.

There is no difference. Tell them what you told us. Tell them you know they are lying, follow proper procedures for documenting their poor work habits and lying. If they do it again, fire them and hire people who actually work for the money you pay them.

Time stolen is money stolen give them the chance to make up the time they were untruthful about and if they dont agree they will leave anyway .
