serial ports were not ever really used and the fact that you seem to want to use one suggest that you have a serial port device.....such as a printer or scanner from the 80's or something like that.....the fact is, you are not going to find a laptop with up to date specs that has a serial port......but you can adjust the printer port to "talk" to your serial port device, but you do need an adapter so your serial port device can hook into the printer port or a usb connection.
Without knowing what the device you are hooking up with the serial port, it's pretty difficult to give you a solid answer.
chekc the various manufacturers for either sysems with serial ports or adapters.....or check your devices manufature site for a solution.

Good luck! With the plug-n-play capabilities of both PC Cards and USB, and the fact that serial ports have not ever been big on laptops, you are not likely to find one. Consider other options. What do you need the serial port COM1 for? Are there other things available that can accomplish what you need? How about a laptop and a docking station (may not meet your price requirements and may or may not have COM1)?

I suggest you get the laptop you like & simply use a USB to serial adapter like any of these :

It would be a shame to invest $800 in a new PC & compromise all other options simply to have a built in serial port.

it does not matter what computer u get u can change the COM ports...COM1 is just ur com port for ur modem usually but it could be labeled as anything that can fill that particular port but u can change COM ports to fit what ever u want to put in there and this is in any computer desk top or otherwise

Sounds like you are trying to sniff Credit Card numbers... Yeah, there are a ton of ways to do it, but this isn't the proper place to discuss it.
