CPU fans run on 5Volts DC so you would need to convert 110Volts AC to 5Volts DC and an adapter to connect the CPU fan. As long as the fan receives the correct voltage you can run it from any power source. If you are having a problem with powering up your CPU fan, try a different fan port on the motherboard, or get an adapter that connects to one of your PSU power leads.

YES but through a 12VDC converter. But why bother, the PC power supply is already doing the job of making 12VDC available through so many connectors. All the fans in a PC run on 12V DC.
Wall outlets are 100/110/220/230 volts AC depending on your location. Connecting the fans directly to AC mains will surely TOAST those little fans.

Take out the power supply of an old and discarded pc and connect the cpu fan to it.

No they are 12 VDC and the wall socket is approximately 120 VAC in the USA(EURO may vary). They just don't interchange.

No, you need a converter to step down the voltage.. That is what the computer power supply does.
