Wow, what a great question!
From a male perspective, and perhaps not a typical response for my gender, it can be so many things. Not to discourage you but it can be different things depending on the woman.
For some women it's her hair, for some it's her figure (I won't be crude) or certain aspects of it, for others fashion comes into play (not necessary revealing or skimpy - tastefully attractive works very well). Try to draw attention to your best features whatever they may be.
The attitude you evoke can be part of it too. This includes your posture, vocal tone, and facial expressions. Standing against the wall with your ams folded on your chest suggests that you are not interested.
Better yet than all of these, a really nice smile can overcome any weaknesses in the other areas. A smile serves as an invitation and creates a desire to look again. And sometimes you just don't know why - but your are drawn to look again - as I did with the photo you have posted.

what makes a person take a second look..probably if the first is not completely the wholesum package taht satisfied my look for my kinda girl /boy///

If we're talking about taking a second look at someone attractive - then it is one of their qualities that really does it for me. A gorgeous face, a hypnotic smile, lovely eyes or a gorgeous triangle physique... there's lots of things.... so many people are attractive for so many different reasons :)

Well when the guy or girl have smooth skin, can carry himself or herself pretty well, without any make up too, natural beauty makes the best. u know what really his her beauty. and also when she or he smells so good , it will really make u take him/her look at the 2nd time.
