Not really, it depend how you define wise. I will rather call it knowledgeable or hardworking people here but not wise. Wise will be someone who is enlightened or vast social experience.

As far as I understand wise is the title given to the person who has collected most of the information on the topic, understood it to the level of his memory, put it into practise and learnt the limits advantages disadvantages, and has developed a method to teach it at least one other preson.
This makes it possible for everybody to be WISE in their field of expertise.
But If your point is WISE IN ALL THE TOPICS OF THE UNIVERSE, then the answer is no such a person would not like to live in this imperfect place He would have qualified for the best place in the universe and gone there the next second.
