It's possible for someone who isn't working to still owe taxes - there are other kinds of taxable income such as investment income for example. If your total reportable income is more than the filing limit for your filing status, income source, and age, you'd have to file, otherwise you don't have to. And if you have NO reportable income, there's nothing to file on.

Raymondo's answer isn't even close to correct, by the way.

You must pay taxes on all income (legal or not). Under $12000 a low income allowance means no tax but you must file the first time.
