In scientific notation there's a coefficient and an exponential. Eg. in 9.876 x 10^4

9.876 is the coefficient and 10^4 is the exponential.

The exponential is always 10 to the power of x (which can be any number, in the example I used it would be 4). There can only be one digit before the decimal point in the coefficient, and all the other significant digits are written after the decimal point.

So, for 0.00278 to get one number before the decimal point you have to multiply the number by 10, three times. Because you have to multiply the original number when you write the exponential, 3 will be negative 3 (likewise if you were to divide the number by 10 three time it would be 10^ +3).

Thus your answer would be, 2.78 x 10^ -3. (It looks like underscore 3 BUT it's meant to be negative 3).
