I have to wonder...how many people honestly know what significant figures are?

The answer is 16.

There are four rules for significant digits.
1. Numbers from 1-9 are ALWAYS significant
2. Zeroes between two other significant digits are significant
3. Zeroes to the right of a decimal place are significant
4. Zeroes that are placeholders are not significant

In addition and subtraction, the answer can only have as many significant digits as the number (in the addition/subtraction sum) which has the least number of decimal places. In your question, 13 has the least number of decimal places....0. Thus, your answer must have no decimal places.

When you add up the numbers, you get 16.05, right? That has to be rounded to 0 decimal places, and thus you get the answer to be 16.

16.05. This answer then has 3 significant digits as only the 0 between the 6 and the 5 is not counted.

significant figure should only consist of sig fig, it is because in addition ad subtraction should follow the sig fig of the least number of sig fig of the numbers added or subtracted. :)
