If it's an unfiltered tank you'll want to remove the betta to a glass of tank water. Then dump the water and rinse the gravel out.

In a filtered tank you'll want to make an effort to keep the bacteria that convert ammonia, and nitrite alive. In a 3+ gllon tank you can use a cheap plastic gravel vacuum. (Be sure the wider part is shorter than the tank.) With smaller tanks remove the betta. Stir up the gravel. pour off the water, and replace it.

Be sure the new water is the same temp as the old water!! You finger is a great way to test this.

If it is in an aquarium 2 gallons or bigger with a filter get a gravel vacuum at your pet store and use it to remove about 20% of the water once a week. If it's an unfiltered bowl or really small aquarium then you should do a full water change twice a week. Make sure you use dechlorinator in the new water and try to get it about the same temperature as the old.

You do it like every other fish tank. Depending on the size, you should do a partial water change, and then wash the inside of the tank walls. If the tank is extremely small, you might benefit in a complete water change, take the betta out of the tank and put him in a bucket of tank water, then clean out the tank.

I would go to your local pet store and ask them if they have the magnetized strip for cleaning the fish tank walls as its great for removing algae.
