I dont really get what this sentence mean. Can anyone please restate this sentence?

That actually isn't a full sentence. It is just a compound subject--two subjects. One of them is "the changes Statement no. 154 brought about" and the other is "the practical implementation issues companies and their auditors will face." So, yeah, hopefully that clears things up a bit. Just think of "as well as" as and instead.
