First 15 successful students of IAS are offered IFS (equivalent to IAS). And also last 15 successful students of the examinations are offered IFS class 2.

You need to appear for the UPSC Civil Services Examination being conducted every year. If you have a good ranking, you will get into any one of the Services of your choice, like Indian Foreign Serivce, Indian Administrative Service, Indian Police Service and other central services, depending upon the number of vacancies. Its through Civil Services conducted by UPSC. Getting selected with a good rank and putting IFS as first choice will make you an IAS officer with Foreign Affairs Ministry i.e. wat u call IFS.
If you rank in top 50 there are fair chances as many candidates put other like IAS, IPS, Custom & Excise, Income Tax as their first choice for the own reasons just like u prefere IFS

In every state of India there is an entrance exams held once/yr. It call IFS. You should apply for it and sit in exams and once you qualified you have the job. Its tough though and need lots of preparation. Spartan
