The simplest way for me to tell you about time fluctuation is to suggest a picture to you that you might be able to relate to.
Have you ever seen a modern toilet with a flush handle?

Good. When you operate the handle, the water rushes down from the storage tank and makes the water within the bowl swirl around washing the insides of the bowl, and forming a sort of whirl pool of water that finally shoots out the drain hole in the bottom.

That is what happens with time.

Time rushes around and around and forms a little whirl pool that right about now is centered above Poland, over in Europe. Every so often it slows down enough for a bunch of time to shoot out of the bottom right into Poland and all of their clocks go completely bonkers.

I am not sure just how long the funnel of the whirl pool will remain fixated on Poland, but when it changes to another country I will be sure and send you a message to tip you off that it is changing to another site for drainage.
