If you've asked this question in hopes to make fun of the person who answered it, then good job otherwise-
The joke can never be written because it takes its meaning away...When people hear "red all over"..they think red the color, but it's meant as the word "read" as in, "read all over".
What do you read? A newspaper.
Currently this would make no sense considering theres a bunch of color in daily newspapers...

OK when this joke was first invented or made up or what ever newspapers were basically black and whitish lol. And you read them all over .....get it now? It also had a partner joke

okay. most newspapers are black and white, correct? It is also READ as in you read it. read and red sound the same. It's a pun. It's not so much as a joke as a riddle, though it is sometimes used as a joke. It's sort of an older one...
