How long will it be befor Lo Jack finds my stolen '87 Tercel?

It shouldn't take long, I thought that they got them badk in like 15 minutes time. Unless the thiefs stole the battery and then the transmitter can't work. I also thought that the lo Jack transmitters had their own batteries that would still transmit, even it the battery was disconnected.
